Leonard Gilroy is the Director of Government Reform at the Reason Foundation, where he researches privatization, government reform, fiscal, transportation, infrastructure and urban policy issues.

Gilroy has worked extensively with legislators in states across the country on public-private partnerships, competition, and government efficiency, transparency, and accountability. He is the editor of the Annual Privatization Report as well as the Reason Foundation’s report Innovators in Action. He has also been published in The Wall Street Journal, Los Angeles Times, New York Post, The Weekly Standard, Washington Times, Houston Chronicle, Atlanta Journal-Constitution, Arizona Republic, San Francisco Examiner and others. He has been a guest on CNN, Fox News, Fox Business, CNBC, National Public Radio and other media. Gilroy holds a B.A. and M.A. in Urban and Regional Planning from Virginia Tech.
