Donald Shoup is a Professor of Urban Planning at the University of California at Los Angeles. He is the author of The High Cost of Free Parking (Planners Press, 2005), as well as many articles on the economics of transportation, zoning, and urban planning.

Professor Shoup is a Fellow of the American Institute of Certified Planners. He has been a visiting scholar at Cambridge University and the World Bank, and has served as Director of the Institute of Transportation Studies and Chair of the Department of Urban Planning at UCLA. He is the Editor of ACCESS magazine.

He earned a BA in economics and a BE in electrical engineering, both from Yale University where he also received his Ph.D. in economics.
