Dave Kopel is an Associate Policy Analyst with the Cato Institute and Research Director of the Independence Institute, in Golden, Colorado. In the Heller case, Kopel wrote an amicus brief for the International Law Enforcement Educators & Trainers Association, and a large coalition of law enforcement organizations and district attorneys; the brief was cited four times in Justice Breyer’s opinion.
