Philip Wallach is a senior fellow in Governance Studies at the Brookings Institution. His research has looked at climate change, regulatory reform, the debt ceiling, and marijuana legalization, and the political legitimacy of the regulatory state.

He is the author of To the Edge: Legality, Legitimacy, and the Responses to the 2008 Financial Crisis (2015). His writing has appeared in The Washington Post, Newsweek, U.S. News & World Report, National Review, The Hill, and Roll Call, among others.

Wallach holds a B.A. from the College of Social Studies at Wesleyan University and a Ph.D. in Politics from Princeton University.
